The Creation Kit from Bethesda was released just days ago, and it is a great set of tools to mess with and use to create Skyrim Mods. I recommend checking it out, since the assets are industry top of the line. You can get the toolset by downloading Steam, steampowered.com, and going to the "Tools" section.
